Rugs and carpets are generally made of three basic components - a face, a backing, and adhesives to bind the face and backing together. It is important to consider all three of these components when assessing a carpet's indoor environmental impact. Often, the glues, backing or carpet pads can be more problematic than the carpet itself. 
Most carpeting uses synthetic materials in at least one of the components which contain toxic chemicals like those derived from petroleum. These chemicals evaporate out of the rug over time in a process called "offgassing" releasing trace amounts of volatile organic chemicals (VOCs). When you enter a room that has just had fresh carpeting laid, you can often smell the offgassing. Rugs built this way release the greatest amount of VOC's when fresh, but continue to release in smaller amounts throughout the life of the carpeting- especially when the material is squeezed as when you walk over it.
